The end of the book was well-made to help represent that these characters have matured in a way that allows them to live as Christ, Tom goes on to take Casey's stand and help organize people, Rose of Sharon had helped the dying man.  I believe that Rose of Sharon had a mysterious smile because everything began to make sense to her, she began to realize what makes her holy.
